NAPSA Accreditation: Elevating Pretrial Excellence

 

NAPSA’s Accreditation program provides pretrial agencies the opportunity to ensure the NAPSA Pretrial Standards are being implemented in their programs to their fullest extent. It is not just achieving accreditation that is the ultimate goal but also maintaining accreditation that attests to the agency striving for excellence through the application of these Standards and best practices throughout its operation. In this webinar, two assessors from the NAPSA Accreditation Commission will outline the reasons a jurisdiction may seek to pursue accreditation and will provide an overview of the process. Pretrial's Role in Jail Population Review

 

What do you know about your jail population? Often the perception of who is in the local jail and why differs from reality. A review of jail data can provide a window into the current practices in a jurisdiction, facilitate meaningful discussion and support data-driven decision making. This information can strengthen a jurisdiction’s ability to maximize pretrial release while also appropriately utilizing the jail for those individuals who cannot be safely released pretrial. The slide deck for this presentation is available here.

NAPSA Pretrial Standards: Revised 2024 (March 2025)

 

Similar to previous editions, the Standards describe what NAPSA believes are the components of an effective, legal, and evidence-based pretrial system and pretrial services agency. They also update the Standards since the 2020 edition on the literature detailing the empirical basis for best and promising practices in the pretrial field, changes to bail laws and caselaw related to bail, and value neutral language to describe persons involved in the criminal justice system and system processes. The Standards also advocate for alternatives to in-person court appearance, behavioral health and social services referrals and interventions, appropriate work- and caseload ratios, and a preference for telephone or virtual reporting over in-person reporting. The slide deck for this presentation is available here.

Supervising Persons on Pretrial Release 

 

This session will present an overview of the most effective methods of supervising persons on pretrial release and on pretrial diversion.  It will also include a review of what the Standards of NAPSA and the American Bar Association say about pretrial supervision and discuss effective supervision strategies and ways to handle non-compliance. The slide deck for this presentation is available here.

Leadership in Pretrial Justice

 

As pretrial justice work expands in its presence and scope and as leaders in the field face a growing number of challenges, it is increasingly important for pretrial justice professionals at all levels to be prepared to meet these challenges head on. Responding to Pretrial Compliance and Noncompliance

 

Structured sanctions and incentives are used widely in probation supervision but are less common in pretrial supervision. This training will explore the importance of creating a consistent and comprehensive policy and introduce participants to an approach developed by Advancing Pretrial Policy and Research (APPR), which can be locally tailored to produce practical compliance and noncompliance protocols. Panelists will provide feedback on shifting their practices and steps they took to develop a consistent way to address people's behavior while promoting pretrial success and not simply managing failure. The slide deck for this presentation is available here.

Gauging Dosage: Assessing Pretrial Outcomes by Reporting Frequency

 

Contact dosage has long been used in community corrections work, though primarily in the field of probation and parole. Minimal work on both contact frequency and quality/method of contact has been done in pretrial supervision. In this workshop, users will learn how Allegheny County (Pittsburgh), Pennsylvania uses contact standards and various contact methods to work with its pretrial population. Outcome data for various supervision risk levels and bail types will be shared. This workshop is interactive and attendees are encouraged to speak about their own jurisdictions’ experiences and/or research related to dosage. The slide deck for this presentation is available here.

Measuring What Matters: Outcome and Performance Measures for the Pretrial Field

 

It is incumbent upon pretrial practitioners to work hard to develop the skills needed to do their jobs effectively so that the purposes of pretrial release and diversion, as spelled out in the NAPSA Standards, are met.  To help pretrial practitioners see how they are contributing toward achieving those purposes, this workshop will address the outcomes that pretrial practitioners should be focused upon.  Those outcomes are specified in the National Institute of Corrections' publication – Measuring What Matters: Outcome and Performance Measures for the Pretrial Field. The slide deck for this presentation is available here.

NAPSA Pretrial Standards: Revised 2024 (October 2024)

Since the 1970's, NAPSA has promulgated Standards that describe the essential features of and the best and promising practices for effective pretrial systems and agencies. This session will describe revisions to the Release Standards made in 2024 and the trends in practice, caselaw, and research that have helped to reshape the pretrial justice landscape since 2020.The slide deck for this presentation is available here.
